The court ordered the SSU to investigate the draft law on Donbas from the Opposition Bloc for crimes
Shevchenkivskyi District Court of Kiev ordered the Security Service of Ukraine to fill in the Unified Register of Pre-trial Investigative data about a possible offense - the proposal to create Donbass interregional territorial association. The decision was made in connection with the statement of Natalya Meshcheriakova who indicated that a draft law on the peculiarities of administration of separate territories of Donetsk and Luhansk regions №4297 "contains the calls to change the borders of Ukraine in an unconstitutional way," - reports delo.ua.
This draft law was filed by the MPs from the Opposition Bloc Vasiliy Nimchenko, Yuriy Voropayev, Sergey Matvienkovyi, Sergey Sazhko, Sergey Dunayev, Yuriy Moroko on March 24th.
A week later Meshcheryakova submitted to the Ukrainian Security Service report on a criminal offense (art. 110 of the CCU Violation of the territorial supremacy and integrity of Ukraine). On April 23rd, she received an answer from the Main Investigative Directorate of the SSU which states that there is no evidence about the circumstances of the offense under article 110.
On May 19th the judge settled a claim of Meshcheriakova: "To order the person in charge of the SSU to fill in tHE URPI information about a criminal offense at the request Meshcheriakova Natalia as of March 30th, 2016 on a criminal offense under the Article 100 of the CCU."
As previously reported, the draft law №4297 provided for the establishment in separate districts of Donbass, which are not controlled by the state authorities of Ukraine, Donbass interregional territorial association on an interim basis.
It also provides for the appointment of elections of the head of Donbass ITA, representatives of Donbass ITA Assembly, deputies of district, city, town and village councils, village, town and city mayors on the territory of Donbass ITA on October 25th, 2016.
"It is assumed that Donbass ITA as an integral part of the territory of Ukraine will have the status of inter-regional association with an independent system of government on the principles of decentralization and broad powers of local governments. Donbass ITA is temporarily formed and does not constitute an independent subject of the system of administrative and territorial structure of Ukraine," - said the document.
