Men who illegally left Ukraine will face punishment upon their return – Ministry of Internal Affairs

Ukraine is preparing a draft law to punish men who illegally left the country during the war. This will be a joint initiative of the parliament and the government. Minister of Internal Affairs Ihor Klymenko stated this in an interview with RBC-Ukraine.

According to him, currently there are no penalties for those who illegally crossed the border and then returned to Ukraine.

"At present, there are no such rules and restrictions, but I believe that after the war, the state will do everything to remind each citizen of what they did during the war. I mean those who illegally crossed the border", - he said.

The minister believes that this will be a joint initiative of the Cabinet of Ministers and the deputies of the Verkhovna Rada. "I think it will become a law", - Klymenko said.

According to him, international experience is being studied. "How to deal with our citizens who have already violated the law once. They must be held accountable for breaking the law. I believe that every citizen wants this and the state will understand if there are any restrictions on the further movement of these citizens, at least across the border", - the minister added.

During the period of martial law in Ukraine, men between the ages of 18 and 60 are prohibited from traveling abroad.

However, there are exceptions: the list of those allowed to travel includes men with disabilities, parents with multiple children, drivers, volunteers, sailors, athletes, cultural figures, members of parliament and ministers.
