President of Ukraine Volodymyr Zelensky signed a decree stating "the impossibility of holding negotiations with Russian President V.Putin". This is stated in Presidential Decree No.679/2022 "On the decision of the National Security and Defense Council of Ukraine of September 30, 2022 "On Ukraine's actions in response to the Russian Federation's attempt to annex the territories of our state in order to ensure the security of the Euro-Atlantic space of Ukraine and restore its territorial integrity", - is posted on the website of the head of state.
"Considering the results of meeting of the Headquarters of the Supreme Commander-in-Chief and after hearing the members of the National Security and Defense Council of Ukraine, the National Security and Defense Council of Ukraine decided:
1. To state the impossibility of holding negotiations with President of the Russian Federation V.Putin.
2. To approve the text of the Joint Appeal of the President of Ukraine, the Chairman of the Verkhovna Rada of Ukraine and the Prime Minister of Ukraine to the North Atlantic Treaty Organization", - the decree says.
Also, the Cabinet of Ministers is instructed to prepare proposals for a multi-level security system based on multilateral and bilateral agreements of Ukraine aimed at bringing the defense potential of Ukraine to a level that provides a guaranteed rebuff to the armed aggression of the russian federation, strengthening military support for Ukraine to build up its defense capabilities and promoting the development of the defense industry complex and a significant increase in the scale and volume of individual and collective training of Ukrainian military personnel.
The Cabinet of Ministers is instructed to ensure the strengthening of the defense capability of Ukraine by increasing the supply of military-technical assistance to Ukraine.
In addition, in order to increase the stability of the state, the Verkhovna Rada of Ukraine is recommended to expedite the adoption of relevant bills regarding the proper sanctions and other response to the escalation by the russian federation.
