50 coins from every hryvnia go to army - Shmyhal on 2023 state budget

The main priority in the state budget for 2023 will be security and defense of Ukraine, which will take half of the funds. The second priority will be social programs for the population. This was reported by RBC-Ukraine with reference to the Prime Minister of Ukraine Denys Shmyhal at a meeting of the Cabinet of Ministers on September 13.

In the budget that we are submitting, there is one main priority - the defense and security of our country. 1 trillion 136 billion hryvnias or almost 50% of the entire budget will be directed specifically to the security and defense sector", - he said.

This money will be used to pay military salaries, provide the army, repair and purchase equipment and weapons. Compared to the budget submitted for 2022, the increase in security and defense spending will be more than 4 times.

The second priority is social programs. According to Shmyhal, pensions, subsidies, benefits for low-income families, payments ro IDPs, healthcare and education costs account for 35% of all expenditures in the draft budget, which is more than UAH 800 billion.

It also provides for an increase in financing of the Pension Fund from the budget by more than 30 billion hryvnia.

"In other words: 50 coins from each budget hryvnia will go to the army and security, another 35 coins - to social benefits, medicine and education. Everything is clear and transparent", - the prime minister said.

Other expenses will be reduced. Thus, spending on public authorities will decrease - the number of officials will decrease, as well as their salaries and bonuses.

Shmyhal reported that the cost of maintaining state authorities, with the exception of law enforcement agencies, would be reduced by 11.6 billion hryvnia compared to 2022.

In addition, a budget fund for the liquidation of the consequences of armed aggression in the amount of at least UAH 19 billion will be created.

"There we plan to accumulate the confiscated funds of russia and russians, as well as international assistance for a quick recovery. An additional subsidy for compensation of expenses for local budgets in connection with the war in the amount of UAH 24 billion is also provided", - the prime minister said.

In 2023, Ukraine's income will amount to 1.28 trillion hryvnia, while expenditures are planned at the level of 2.57 trillion hryvnia. Thus, the monthly budget deficit is estimated at more than $3 billion.

"Already now, more than a third of the budget is helping us to finance international allies. For our part, we are making every effort to ensure that the financial support of partners continues in 2023", - he added.

Let us recall that the Cabinet of Ministers approved the draft state budget for 2023. On September 14, it is planned to register it in the Rada.
