President Volodymyr Zelensky has signed a law requiring real estate developers in Ukraine to provide bomb shelters in new buildings. On August 22, the relevant update appeared in the bill card on the website of the Verkhovna Rada.

Bill No.7398 provides that the system of civil protection facilities will be changed. This refers to planning and building at the regional and local levels.

Now the documentation must contain a section of engineering and technical measures of civil protection, which determines the plan for the development of shelters and ensuring unhindered access to them. Also, at the stage of development of construction documentation, it is necessary to keep records of civil protection measures.

In addition, there are other initiatives in the law:

  • simplification of the procedure for the transfer of land for the construction of bomb shelters;
  • obligatory placement of civil protection structures during the construction of facilities that will permanently accommodate more than 50 people or periodically accommodate more than 100 people;
  • the need to keep shelters in constant readiness.

Let us recall that the Verkhovna Rada adopted the law on the mandatory presence of bomb shelters in new buildings at the end of July.
