Occupiers of "DNR" hold 223 Ukrainians in prisons - Denisova

Illegal armed formations controlled by the Russian Federation are holding 300 Ukrainian citizens in the CADLO prisons: 223 – in the Donetsk and 77 – in the Luhansk oblast. Ombudsman Lyudmyla Denisova reported this in the Telegram channel.

She wrote that she participated in the Third International Forum on Eastern Ukraine "Conflict Resolution in Donbas as an Intergenerational Task: Promoting Justice, Dialogue and Reconciliation".

"I once again noted the issue of the release of our compatriots, persecuted by the Russian Federation for political reasons, civilian hostages and prisoners of war, illegally detained in the temporarily occupied territories of the Donetsk and Luhansk oblasts", - the Commissioner of the Verkhovna Rada for Human Rights reported.

Denisova also clarified that during the discussion on the problem of introducing transitional justice, she noted that according to international law, everyone who has been subjected to oppression of their rights and freedoms is considered victims.

"Unfortunately, the status of persons who suffered from the military conflict has not been legally defined in Ukraine for 8 years from the beginning of the armed aggression on the part of the Russian Federation",- the Ombudsman stated.

According to her, the determination of the status of a person affected by the conflict has been partially resolved only in relation to children suffered as a result of hostilities and persons with disabilities – as a result of war, who were injured in the territory of the ATO/JFO holding.

"However, a unified systemic state approach to determining who exactly is considered to be the victim of an armed conflict has not been introduced at the present time", - Lyudmyla Denisova emphasized.
