The "LNR" occupiers systematically do not allow the OSCE SMM patrols to enter the uncontrolled territory. This is said in the operational report of the Mission dated November 23.

It notes that on Tuesday alone, CALO armed formations did not allow SMM patrols to enter non-government-controlled areas three times: near Zolote, Stanytsia Luhanska and Molodizhne.

So, in the morning of 23 November, a 5-man SMM patrol in two vehicles from government-controlled areas arrived at the site… in the area of Zolote to travel to non-government-controlled areas.

"Two members of the armed formations (with armbands with the inscription "JCCC") did not let the SMM patrol, having cited "orders from their commanders".

A similar situation occurred near Stanytsia Luhanska. A patrol of 8 people in three vehicles arrived at the northern edge of the disengagement area. "A member of the armed formations did not let the observer pass ..., having cited the "need for permission" from those who have actual control in non-government-controlled areas of the Luhansk oblast".

A third SMM patrol of 5 people in two vehicles from government-controlled areas was stopped by the occupiers near Molodizhne. "At the checkpoint, a member of the armed formations did not let the SMM patrol through, having cited "orders from his commanders".

The SMM states that such bans at the checkpoints of the armed formations restrict the Mission's freedom of movement across the contact line and impede the logistics support of the SMM, which is essential for its effective operation.
