Occupiers of CADO intend to enshrine "in law" some of the postulates of the so-called "Russian Donbass" doctrine, which runs counter to the Minsk agreements. This was stated by leader of the "DNR" Denis Pushilin during his "big interview".

"Now there is a need to enshrine in various statutes and regulations the postulates that we saw in the "Russian Donbass" doctrine", - he said.

Pushilin added that "it is necessary to legislate, in particular, the following postulates: the role of the Russian language as a state-forming language; the priority of the republican law over the international; the special role of the Russian Orthodox Church; the prevention of belittling the significance of the people's feat during the Second World War.

As previously reported, the doctrine of the "Russian Donbass" was adopted at the so-called "integration forum" in occupied Donetsk at the beginning of 2021, which provides for "constitutional, legal and political registration of the DNR and LNR as a Russian national statehood for the Russian people of Donbass". In addition, the doctrine proclaims a course towards the occupation by the "republics" of the entire Donbas ("Establishment of control of the DNR and LNR over all territories of the former Donetsk and Lugansk oblast"). These and other provisions of the "doctrine" fundamentally contradict the Minsk agreements, which provide for the restoration of the territorial integrity of Ukraine by granting the temporarily occupied territories of Donbas the status of "areas with a special procedure for local self-government". Such concepts as the "DNR" or "LNR", moreover, in the status of some "national Russian states", do not appear in the Minsk documents at all.

In response to the harsh reaction of the international community, the occupying authorities of the "DPR" hastened to declare that the doctrine of the "Russian Donbass" does not contradict the Minsk Agreement, since it was not "officially" adopted.

The doctrine "was not officially adopted at the level of legislative bodies as a normative act, but is the fruit of the work of the scientific, cultural, educational communities of the Republic, reflecting the mood and aspirations of the inhabitants of the region," Natalia Nikonorova, who calls herself "Minister of Foreign Affairs", explained.
