Occupation authorities of CADO stated the restriction of traffic on the section of the uncontrolled by Ukraine border between Ukraine and the Russian Federation from September 17 to September 19. So-called "head of the railroad car shed" of Yasynuvata Valeriy Kovalevsky told this to separatist media. He admitted that workers were leaving mainly because of low wages, the average amount of which is $165-193. People leave almost immediately after receiving a Russian passport. Railway workers in Russia receive about $690 for similar work on the railway. As noted by Kovalevsky, "30 people have been paid off lately, and 7 people replaced them". There is also a shortage of millwrights, welders, turners, milling-machine operator and car inspectors in the railroad facilities of the occupied territory.

Occupation authorities of CADO promised to resume coal mining at the Chelyuskintsev mine, which had been idle for more than a year. It was noted that the mine planed to extract only one thousand tons of coal per month. All of it will be intended for boiler houses and privileged categories of household consumers. CADO admits that "this amount of coal will not be enough to meet the needs of everyone, but at least those in dire need will be provided".
