Verkhovna Rada adopts Zelensky's bill on oligarchs as a basis

The Verkhovna Rada has adopted bill No. 5599 "On the prevention of threats to national security associated with the excessive influence of persons with significant economic or political weight in public life (oligarchs)" as a basis, - correspondent of OstroV reports.

275 people's deputies supported the decision.

According to the bill of President Volodymyr Zelensky, an oligarch is one who meets three of these four criteria:

- takes part in the political life of the country (from the deputies of the Verkhovna Rada to those who finance the activities of political parties or holding campaigns with political demands);

- has a significant influence on the media (owners and co-owners of print and Internet media, news agencies, radio stations and TV channels);

- is the owner of a company that is a subject of a natural monopoly or holds a monopoly position in the national commodity market;

- has assets with a confirmed value of at least a million living wages (about $83 million).

The decision on recognition as an oligarch is made by the NSDC on the basis of a submission from the Cabinet of Ministers, a member of the NSDC, NBU, SBU or the Antimonopoly Committee of Ukraine.

The decision itself comes into force from the day of the official publication of the decree of the President of Ukraine on its entry into force and is binding.

Persons who meet the "oligarchic" criteria will be included in a special register. They and the related companies will be prohibited from participating in large-scale privatizations, as well as from direct or indirect funding of political parties.

Given any contact of an oligarch with a politician or official, this very oligarch will have to warn his interlocutor about his status and say that there will be a need to submit a special declaration to the NSDC after communicating with him.

The document has a limited validity period of 10 years. It should be the first step towards the elimination of the oligarchic system in Ukraine. Anti-trust laws, a law on lobbying and other regulatory legal acts to reformat the economic and social relations in the country will be developed on its basis.
