Occupation authorities of the "DNR" state that the doctrine of the "Russian Donbass" does not contradict the Minsk agreements, since it was not "officially" adopted. This position was stated by Natalia Nikonorova, who calls herself "Minister of Foreign Affairs". "We could not ignore a number of outright contradictions and false theses that were voiced, among other things, by the head of the Ukrainian delegation in Minsk. First of all, we are talking about the fact that the adopted "Russian Donbass" doctrine allegedly contradicts the Minsk agreements. This is fundamentally wrong for several reasons at once", - she stated. According to the "minister", the doctrine "was not officially adopted at the level of legislative bodies as a normative act, but is the brainchild of the scientific, cultural and educational communities of the Republic, reflecting the mood and aspirations of the region's residents".
Tariffs for water supply, district heating and hot water supply services for the population of the occupied territory of Donetsk oblast will increase by 20% from February 1. This decision was made on February 1 by the so-called "DNR government". In addition, tariffs for electricity will increase by 30%, for natural gas - by 16%, and for water disposal - by 11%. The electricity tariff for consumption up to 150 kWh will be 1.04 rubles, from 150 to 800 kWh - 1.42, over 800 kWh - 2.85. The tariff per cubic meter for water supply will be 15.26 rubles, and for water disposal - 9.84; for heating per square meter - 10.4 rubles. In addition, the maximum index of changes in tariffs for services for the maintenance of apartment buildings, structures and adjacent territories and for services for the removal of solid household waste was set at 1.2. Thus, on average, the total increase in the cost of the "utility bill" will be about 17%. The occupiers explained that "the decision to increase tariffs for housing and public utility services is connected, first of all, with the need to ensure the proper level of repair work in the housing and utilities sector, renewal of worn-out equipment and communications, increase salaries for workers in the industry and eliminate the shortage of personnel, which is currently about 23%, etc.
