Occupation authorities of the "DNR" state that the doctrine of the "Russian Donbass" does not contradict the Minsk agreements, since it was not "officially" adopted. This position was stated by Natalia Nikonorova, who calls herself "Minister of Foreign Affairs".

"We could not ignore a number of outright contradictions and false theses that were voiced, among other things, by the head of the Ukrainian delegation in Minsk. First of all, we are talking about the fact that the adopted "Russian Donbass" doctrine allegedly contradicts the Minsk agreements. This is fundamentally wrong for several reasons at once", - she stated.

According to the "minister", the doctrine "was not officially adopted at the level of legislative bodies as a normative act, but is the brainchild of the scientific, cultural and educational communities of the Republic, reflecting the mood and aspirations of the region's residents".

This statement by Mrs. Nikonorova contradicts the position of the "DNR" leader Denis Pushilin, who has repeatedly stated that "the doctrine will influence decision-making in all branches of the government at all levels… The Parliamentarians will take these principles into account in lawmaking, and the Government - in legislative acts… The conceptions of the doctrine will form the basis of the goals and objectives of all spheres of activity of the Republic".

A similar "refutation" of the information that the "doctrine" does not correspond to the Minsk agreement was also made by the "LNR MFA".

As previously reported, the doctrine of the "Russian Donbass" was adopted, at the so-called "integration forum in occupied Donetsk, which provides for "constitutional, legal and political formalization of the DNR and LNR as Russian national statehood for the Russian people of Donbass". Meanwhile, the Minsk agreements, above all, provide for the restoration of the territorial integrity of Ukraine by granting the temporarily occupied territories of Donbas status of "regions with the special order of local self-government". Such concepts as "DNR" or "LNR", especially in the status of some "national Russian states", do not appear in the Minsk documents at all.

In addition, the doctrine proclaims a course towards the occupation by the "republics" of the entire Donbas ("Establishment of control of the DNR and LNR over all territories of the former Donetsk and Luhansk oblasts"), which fundamentally contradicts the Minsk agreements.
