The so-called "head of the DPR" Alexander Zakharchenko said that Minsk agreements did not provide the return of Ukrainian authorities to occupied Donbass. He said this, commenting on the "Medvedchuk’s plan" on the appointment of Rinat Akhmetov and Yuri Boyko as heads of special districts of Donbass, - informs "the official website of the DPR".

Zakharchenko said that "the Set of measures has no information about the central authorities in our republics - it is only about the local elections."

"I have already told that the issue of the central authorities in our republic is beyond the Minsk agreements. It should be discussed separately. Most likely, after Ukraine will fulfill its obligations under the Set of measures. But one thing is clear already now. We will not give up our gains, including civil and political, and therefore, the issue of authorities will be decided democratically, that is, through elections,"- he continued.

As reported, the Minsk agreements, first of all, provide restoration of territorial integrity of Ukraine by granting a status of the "districts with a special order of the local government" to temporarily occupied territories of Donbass. As for the local elections, according to the Minsk agreements, they must be carried out according to the Ukrainian legislation. All the documents in Minsk were also signed by the puppet head of the "DPR" Alexander Zakharchenko. Such concepts as the "DPR" and "LPR" as well as titles "the heads of republics were not mentioned in the Minsk documents.
