Situation in the area of the Joint Forces Operation on November 3 is controlled by units of the Armed Forces of Ukraine and other components of the defense forces, - the JFO headquarters reported. Two violations of the ceasefire by the Russian occupation forces have been recorded since the beginning of the day. So, the enemy fired three shots from an automatic heavy-grenade launcher in the area of responsibility of the North tactical force, not far from the settlement of Novoluhanske. One member of the Joint Forces sustained gun-shot shrapnel wounds as a result of shelling. The health of the soldier was assessed as moderate. In addition, the enemy opened fire from a hand-held anti-tank grenade launcher near the settlement of Vodiane.

Occupation authorities of the "DNR" assure that the radiation from the flooded Yunyi Komunar mine did not get into the drinking water. This was stated by Natalia Nikonorova, who calls herself "Minister of Foreign Affairs". As reported, a nuclear explosion under the code name "Cleavage Experiment" was set off in the mine at a depth of 903 m in 1979. "The explosion site was localized with 11 concrete bulkheads, and the mine section adjacent to the charge chamber was completely filled with concrete. This place was under the constant supervision of experts, but the occupation authorities turned off the drainage complexes at the Yunyi Komunar mine in 2017. The "DNR" called this action "wet" conservation. Minister of Ukraine for the Reintegration of Donbas Oleksii Reznikov stated in this situation that radioactive water from the mine began to flow into the levels of drinking supplies. "Minister" Nikonorova tried to refute this information without adducing any proof, having argued that an integrated survey of the explosion site was allegedly carried out, "including as part of humanitarian assistance with the participation of relevant organizations from the Russian Federation". Nikonorova traditionally tried to impart subjectivity to the occupied territories and stated that the unrecognized in the world entity was ready "to send all available materials, reports and expert opinions directly to the IAEA".

Militants in the occupied part of Donbas are preparing to conduct joint anti-Ukrainian exercise by forces of the two "republics". This was announced by leaders of the "DNR/LNR" Denis Pushilin and Leonid Pasechnik. In particular, Pasechnik announced the conduct of "joint actions in response to crisis situations and possible external threats" in CALO during the period from November 10 to November 14. According to him, "a drill session of "inter-republican" nature will be held". Denis Pushilin made a similar statement. In designating the threat that the "republics" will learn to cope with, he was more specific, traditionally accusing Ukraine of aggression. "Taking into account the available facts and intelligence, I consider it expedient to conduct a check on the effectiveness of joint actions of the Ministry of Emergency Situations, the Ministry of Internal Affairs, the Ministry of State Security, the Ministry of Health and the Ministry of Transport on the resolution of crisis situations in the event of possible external threats from Ukraine from November 10 to November 14", - the puppet ruler of the "DNR" stated.

Head of the ruling "Donetsk Republic" party Alexey Muratov promises monthly unconditional payments to all residents of the "DNR". This was reported by separatist media. According to him, a corresponding "economic program" is already being developed in Donetsk, which will provide "an unconditional basic income". According to his assurances, the meaning of the program is that every resident of the occupied Donbas has the right to receive a certain rent by the fact of his birth and "citizenship", - a monthly amount that gives him the opportunity to close basic life issues, in addition to solving material problems. - Muratov explained. When asked where the funds for the implementation of this program will come from, Muratov stated that "a detailed answer: where to collect from, where to withdraw from, how to attract funds to the fund at the expense of which it will work" would be set out in the text of the document. "What nice people. A kind of sect. The hypnotized community will again be driven into the pyramid scheme. Now Muratov has come up with a new system of fraud at the level of the whole state…", - the social media users responded to these projects.

Residents of the occupied Donbas, who have recently received a Russian passport, do not need to register for military service in Russia. Separatist media wrote this, explaining the Russian legislation in relation to conscript service. Thus, according to the Russian legislation "On conscription and military service", citizens permanently residing outside the Russian Federation are not subject to military registration. "Most of the citizens of the Russian Federation from the "DNR" are citizens permanently residing outside the Russian Federation (they do not have a registration stamp in their passports). Accordingly, such citizens do not need to register for military service in the Russian Federation", - the separatists reassured. However, in the case of a permanent or temporary (for more than three months) registration on the territory of Russia, you must register for military service. It was emphasized that failure to appear on time at the military registration and enlistment office for military registration entails a warning or the imposition of an administrative fine in the amount of $6 to $37.
