People live in the complete absence of law and order in occupied Donbass- UN report

There is a growing feeling of despair and isolation among the population in the conflict zone, especially in the areas controlled by the terrorists. It is stated in the UN report, - reported LIGABusinessInform.

The organization reports that many houses are damaged and plundered by looters, local governments do not function, and access to public services is, at least, limited in the conflict area. In addition, water and food are expensive, as they hard to get – checkpoints seriously hinder freedom of movement.

"There is a terrible sense of physical, political, social and economic isolation of the vast number of people - more than three million people who are trying to survive in the conflict zone. People feel abandoned. They urgently need more protection and support," - said the UN High Commissioner for Human rights Zeid Raad al-Hussein.

People live in the complete absence of law and order on the territories controlled by militants. There are reports on illegal detentions, torture and lack of access to real mechanisms of legal protection.

The report also mentions the recent wave of arrests by DPR terrorists and documented records of unpunished human rights violations by law enforcement bodies of Ukraine - mainly employees of the Security Service of Ukraine, who are accused of involvement in enforced disappearances, illegal arrests and detention without communication with the outside world, as well as torture.

78 civilians died as a result of the conflict in Donbass in the period from November 16th, 2015 till February 15th, 2016.
