Self-proclaimed deputies of the "people's council" spelled out such norm in a special "law" that increases the punishment for terrorism. One of the "deputies" recalled that the "people's republic" already provides for criminal liability for adolescents who have reached the age of 14 for committing murder, kidnapping and so on. The "state" language, used by citizens everywhere, is called upon to fulfill the consolidating role of the country's population, to ensure its integrity", - Nina Galan, who calls herself "plenipotentiary representative of the "LNR" head" in the self-proclaimed "parliament". She emphasized that "establishing the status of Russian language as the only "state" language" does not mean denying or diminishing the right to use other languages".
