Occupation authorities of the "DNR" and "LNR" have categorically opposed the involvement of internally displaced persons, who left the Donbass due to the Russian aggression, in the so-called Advisory Council. Statements on this subject were made by those who called themselves "ministers of foreign affairs of the republics" Natalia Nikonorova and Vladislav Danego

This way they commented on the words of head of the Office of the President of Ukraine Andriy Yermak that the Advisory Council from CADLO would include residents of the region, who left it after the occupation began. Both statements of the collaborators sounded synchronously and were sustained in the same tone.

In particular, Nikonorova, representing the unrecognized "DNR", noted that "displaced persons from the Donbass, if they are connected to the Minsk talks, will defend the interests of Kyiv, and not the residents of the region, which will not lead to the conflict resolution".

"It is quite clear that people living in Ukrainian-controlled cities cannot represent people of the "republic", - she stated.

"Kyiv needs to talk not with displaced persons, but with representatives of the other side of the conflict - the "people's republics", - she voiced the Russian plan for resolving the conflict in the Donbass once again.

Her words were echoed by fake "Minister of Foreign Affairs of the LNR" Vladislav Danego. "If the Kyiv authorities appoint people promoting their position, and thus talk to themselves, this will not lead to a settlement", - he stated.

"It is we, and only we, representatives elected by four million residents of Donbass, who have the right and authority to speak in Minsk on behalf of the Donbass. The Kiev authorities will have to accept this fact", - Danego insists.

At the same time, unlike his Donetsk "colleague", he does not exclude the possibility of temporary participation of internally displaced persons in the Advisory Council.

"Based on the fact that Ukraine sees the mechanism for forming the Advisory Council this way, we will be ready to accept such a mechanism of interaction as a temporary transitional model on the way to forming a full-fledged mechanism for public discussion of draft legislative acts within the framework of the Contact Group", - he notes.

As previously reported, agreements on the creation of a body (Advisory Council) which records the CADLO subjectivity and Russia finds itself in the status of guarantor-observer were signed in Minsk on March 11. According to the document signed in Minsk, the criteria and the procedure for selecting members of the Council from the "DNR/LNR" are determined by "certain areas of the Donetsk and Luhansk oblasts… independently".
