The new Procedure for crossing the demarcation line in the Donbass has entered into force today, November 28. This is reminded by the Donetsk border detachment.

"Today, November 28, the Procedure for the entry of persons, the movement of goods to the temporarily occupied territories in Donetsk and Luhansk oblasts and the departure of persons, the movement of goods from such territories, approved by the Resolution of the CMU, comes into force", - the statement said.

In particular, it states that the entry/exit of persons, including vehicles with the help of which they are moving, as well as the movement of goods to the temporarily occupied territories and from such territories is carried out through certain checkpoints. Their number and location are determined by the decision of the Joint Forces commander.

Foreigners and stateless persons must show any document specified in article 15 of the Law of Ukraine "On the legal status of foreigners and stateless persons" and have permission to an individual to cross the line of demarcation.

Citizens of Ukraine may follow in the direction of the temporarily occupied territory after showing a passport of a citizen of Ukraine, a passport of a citizen of Ukraine for departure abroad, a temporary certificate of a citizen of Ukraine on the basis of permission to an individual.

There are also requirements for minor Ukrainians. So, citizens of Ukraine who have not reached the age of 14 are sent to the temporarily occupied territory (TOT) according to the passport of a citizen of Ukraine for traveling abroad or a birth certificate, and citizens of Ukraine aged 14 to 16 years old - according to a passport of a citizen of Ukraine or a passport of a citizen of Ukraine for traveling abroad in compliance with the requirements of paragraphs 3-6 of the Rules provided for by the Cabinet of Minister's Decree No. 57 of January 27, 1995. Permission to an individual for them is issued to the person who provides the escort.

It is emphasized that the notarized consent of the second of the parents (adoptive parents) is not required, if the child returns to the TOT accompanied by the same legal representative with whom he departed.

In addition, in order to ensure the right of Ukrainian citizens for education, it is possible to enter and exit from the TOT for Ukrainian citizens aged 14 to 16 years old, who are studying at educational institutions in the territory controlled by the Ukrainian authorities, without being accompanied by legal representatives living in the TOT - having a document confirming studying at an educational institution in the controlled territory of Ukraine and on the basis of a permit to an individual.

At the same time, it should be noted that entry into the temporarily occupied territory of Ukraine for citizens of Ukraine who left this territory for paperwork is carried out upon presentation of a certificate issued by the territorial body or unit of the State Migration Service.

It is also necessary to pay attention that when leaving the temporarily occupied territories, citizens of Ukraine must have permission to an individual and present any document confirming the citizenship of Ukraine.

In addition, crossing of the demarcation line in the direction of the territory controlled by the Ukrainian authorities by citizens of Ukraine who have not reached the age of 14 occurs upon presentation of a passport of a citizen of Ukraine for traveling abroad or a birth certificate, and by citizens of Ukraine aged 14 to 16 years - upon a passport of a citizen of Ukraine or a passport of a citizen of Ukraine for traveling abroad accompanied by legal representatives on the basis of a permit to an individual issued to a person who provides escort.

It is possible to leave the TOT to receive a certificate confirming the submission of documents for subsequent processing and obtaining a passport of a citizen of Ukraine, a passport of a citizen of Ukraine for traveling abroad issued by a territorial body or unit of the State Migration Service. Also, citizens of Ukraine who were born in the TOT and did not receive a Ukrainian birth certificate leave the temporarily occupied territory accompanied by person, showing his/her passport document and documents confirming the fact of their birth.

The state border guard service appeals to all citizens with a request to familiarize themselves with the conditions for crossing the demarcation line and, if necessary, issue passports of citizens of Ukraine or a foreign passport for children so that no problematic issues appeared when crossing the demarcation line.
