Rada passes bill on introduction of land market in its first reading

The Verkhovna Rada has passed bill No. 2178-10 on amendments to some legislative acts of Ukraine regarding the turnover of agricultural land in its first reading, - correspondent of OstroV reports.

240 people's deputies voted for the corresponding decision.

"It is necessary for the owner to feel that he is the owner, and not the serf, so that he is able to sell one plot and buy another that suits him better", - Minister of Economic Development, Trade and Agriculture, Timofei Milovanov, Minister of Economic Development, Trade and Agriculture Tymofiy Mylovanov stated, introducing the bill.

The voting took place under to the cry "Shame".

The Batkivshchyna, European Solidarity, Opposition Platform - For Life and Voice parties, the deputy group For Future and part of the people's deputies from Servant of the People voted "against" or did not participate in the voting.

"Dear friends, we are choking the life out of our country", - Yulia Tymoshenko stated.

The bill provides for the lifting of moratorium on the alienation of agricultural land of all forms of ownership from October 1, 2020.

According to the text of the document, citizens and legal entities of Ukraine, territorial communities, and the state will be able to acquire such lands. At the same time, the document proposes to deprive individuals, legal entities and foreign states that are subject to the sanctions law the right to purchase the land.

The minimum starting price for the sale of land plots of state and communal property at land tenders "is set at a level not lower than the normative monetary value".

In addition, the document up to January 1, 2024 introduces a ban on the purchase of agricultural land by legal entities, whose beneficiaries are foreigners, foreign states or stateless persons. At the same time, this rule does not apply to agricultural companies that have the right to lease or emphyteusis before the opening of land market and which have been registered in Ukraine for more than three years.

As previously reported, the parliamentary committee on agrarian and land policy recommended the Verkhovna Rada to adopt bill No. 2178-10 "On the agricultural land turnover" at a meeting on Friday, October 18. The leader of Batkivshchyna Yulia Tymoshenko stated that the decision of the committee is illegitimate, since, according to her, the committee held it secretly, without the participation of representatives of other factions.
