The return of the Ukrainian-Russian border in the Donbas to Ukraine's control is a decisive point in the Minsk agreements. Special Advisor to the President of the European Commission on Ukraine Elmar Brok said this in an interview with Interfax-Ukraine.

"If there is a condition that Ukraine will regain control over the border, this is a crucial point. Because if this is so, the Russians will not be able to deliver troops and weapons (to the separatists), as they still do. The follow-up actions are extremely important. I do not know the details of this agreement, but I think that control over each stage of the implementation of the agreements is important for the Ukrainian government", - he said.

Elmar Brok considers situation with the implementation of the Minsk agreements "wrong" when "both parties say that one party must do everything, and this is a condition for the other party to fulfill its obligations".

He stated that no changes have occurred over the past 5 years. "We need to find a solution that provides a turn-based strategy: one party takes this step, the other party takes the other, and so on in order to make progress. If no one wants to take steps, nothing will happen at all. Here we should see, whether this is the right step, and are there any next steps in the right direction", - the Special Advisor to the President of the European Commission on Ukraine is convinced.
