The "DNR" leader Denis Pushilin has ordered to organize a centralized delivery of residents from the occupation zone to the territory of Russia to receive Russian passports. He told this during a meeting with the leadership of the occupation administrations.

He reported that he had instructed the "Minister of Transport of the DNR" to develop a scheme and procedure for the movement of passenger transport for the centralized delivery of the "DNR citizens" to the points of receiving passports in the Russian Federation.

In addition, Pushilin instructed the “"Minister of Revenue and Duties" and the "Minister of State Security" to develop a simplified mechanism for these "passport" buses to cross the uncontrolled area of the Ukrainian-Russian border.

As previously reported, on April 24, 2019, Russian President Vladimir Putin signed the decree "On the definition for humanitarian purposes of categories of persons entitled to apply for citizenship of the Russian Federation under simplified procedure", which simplified the adoption of citizens of Ukraine residing in the occupied Donbass to Russian citizenship. Those who have identity documents issued in the "DNR/LNR" with "a note about registration at the place of residence in the territory of the relevant district of Donetsk or Luhansk oblast of Ukraine" have the right to a Russian passport.
