Despite the tough stance of the world community, Russia will not refuse to hold illegal elections in the occupied Donbass. This was clearly stated in an interview with Interfax by political analyst Alexey Chesnakov, who works in the team of Russian presidential aide Vladislav Surkov.

"Now no one will listen to the opinion of opponents about the elections in the Donbass. The time has gone. The machine is running. People are ready. Refusing elections in such a situation will be taken by all responsible political players as a serious step backwards – to the emergence of a huge uncontrollable territory", - he stated.

Commenting on the journalist's question regarding the statement by the EU representative Maja Kocijančič that these "elections" violate the letter and spirit of the Minsk agreements, Mr. Chesnakov essentially admitted that the question of holding them is being decided in the Kremlin.

"It is unlikely that Moscow will give ear to these (arguments of Maja Kocijančič – OstroV) considerations", - he stated.

Russian political analyst voiced the main version why the Russian leadership and the occupation authorities of Donbass after it do not consider fake "elections" illegal. "A literal reading of the Minsk agreements. A Set of Measures for the Implementation of the Minsk agreements of February 12, 2015 has no bans on holding elections to the authorities of the "DNR" and "LNR", he stated without specifying that there is no mention of "republics" and the presence of "authorities" in them in the Minsk agreements.

As reported, the Minsk agreements, first of all, provide for the restoration of the territorial integrity of Ukraine by providing the temporarily occupied territories of Donbass with the status of "districts with a special order of local self-government". As for the local elections, according to the Minsk agreements, they should be held under Ukrainian legislation. Under all the documents signed in Minsk, there are signatures, including of the puppet leaders of the occupied Donbass. Such concepts like the "DNR" or "LNR", as well as the names of any positions of "heads of republics", do not appear in the Minsk documents at all. Thus, the Minsk agreements do not recognize the subjectivity of the "DNR/LNR" by default and do not provide for the presence of authorities in them and, accordingly, procedure for their election.
