A special order will begin to operate in the territory of the Donetsk and Luhansk oblasts with the decision of President of Ukraine Petro Poroshenko to launch the Operation of the Joint Forces. The text of the order on a special order was handed over to Interfax-Ukraine agency by the Command of the Joint Operational Headquarters on Friday.

As expected, the order will come into effect on Monday, April 30.

According to the document, this procedure provides for the provision of special powers, necessary to implement measures to ensure national security and defence, repulse and deter the armed aggression of the Russian Federation in the Donetsk and Luhansk oblasts, to the bodies of security and defence sector and other state bodies of Ukraine.

Security zone adjacent to the operational area is: Vynohradne, Kurakhove, Ocheretiane, Rozivka, Vovcheyarivka, Bila Hora, Novoaidar, Sadki, Makarivka, Prostiane, along the administrative border of the Luhansk and Kharkiv oblasts, Olhivka, along the administrative border of the Donetsk and Kharkiv oblasts, Znamenivka, along the administrative border of the Donetsk and Dnipropetrovsk oblasts, Komyshuvakha, along the administrative border of the Donetsk and Zaporizhia oblasts, Urzuf, along the sea coast, Prymorske.

The document says that by the decision of commander of the Joint Forces, areas with limited access and restricted areas can be established in the security zone.

Admission to the restricted areas is carried out on the basis of established patterns of passes, upon the decision of commander of the Joint Forces. The admission of unauthorized persons to such an area is prohibited.

Operational area is considered to be the area covered by military operations along the contact line, where the units of the AFU, other military formations and law enforcement agencies carry out combat missions to prevent the enemy from breakthrough into the territory of the state.

The document also establishes the regimes of staying in the security zone on the territory of Donbass for persons not involved in carrying out measures to ensure national security and defence, repelling and deterring the armed aggression of the Russian Federation: "green" (stay and movement of persons is unlimited, except in the areas with limited access and restricted areas), "yellow" (stay and movement of persons is carried out in the presence of documents, personal inspection of citizens, things and vehicles is carried out, this regime is established on the borders of military lines and areas with limited access) and "red" (stay of persons is temporarily restricted, prohibited, passage of citizens and officials is carried out in the presence of pass, vehicles, citizen and objects are not allowed to particular areas of the region).

"Corresponding regimes can be temporarily introduced in certain areas or in the entire security zone by the decision of commander of the Joint Forces", - the order says.

The grounds for admission to the area of ​​operation of the Joint Forces for persons not involved in measures to ensure national security and defence, repelling and deterring the armed aggression of the Russian Federation are: residing in the area of ​operation of the person or his immediate family (if there are relevant documents), placement of the burial places of close relatives or family members in the area of operation, the death of close relatives or family members in the area of operation, ownership of the real estate properties that are located in the area of ​ operation, need to participate in securing national interests of Ukraine for the peaceful settlement of the conflict, or on humanitarian issues, need to fulfill diplomatic or consular functions, including in the activities of international organizations of which Ukraine is a member (only upon the petition or agreement with the MFA of Ukraine), and more.

According to the document, servicemen, law enforcement officers and persons defined in Article 8 of the Law "On peculiarities of the state policy on ensuring the state sovereignty of Ukraine in the temporarily occupied territories of the Donetsk and Luhansk oblasts" have a number of special powers.

In particular: to use, in case of emergency, weapons and non-lethal weapons to persons who have carried out or are carrying out an offense or other actions that impede the fulfillment of lawful demands of persons involved in the implementation of measures to ensure national security and defence, repell and deter the armed aggression of the Russian Federation, or actions related with an unauthorized attempt to breakthrough into the area of implementation of such measures.
