The law on the reintegration of Donbass does not rule out the forceful liberation of the occupied territories and creates prerequisites for this. Secretary of the National Security and Defence Council Oleksandr Turchynov stated this in an interview to Hromadske.

"We do not say that today, we can liberate the occupied territory exclusively by force, but this law does not rule out such a way and creates prerequisites for it. So that it would not be necessary to pass additional legislative acts that would provide a legal framework for the use of force during counteraction to the aggressor. At the same time, the law does not negate the peaceful way, on the contrary, nobody canceled the Minsk agreements today. Yes, Russia sabotages them, it tries to neutralize them, but today, the diplomatic way, in accordance with the position of the president, remains a priority", –Turchynov noted.

At the same time, answering the question of how long it will take for the Ukrainian army to regain control over the occupied territories of Donbass, if the Russian Federation does not intervene, Turchynov replied: "It will take several weeks. The problem of planning a military operation in the east is that you do not understand how many troops you will oppose, how many divisions, corps, regiments or armies Russia will involve".

As previously reported, on January 18, 2018, the Verkhovna Rada passed the law "On Peculiarities of the state policy of restoration of state sovereignty of Ukraine under temporary occupied territories of Donetsk and Luhansk regions", which, in particular, recognizes the Russian Federation as an aggressor state. The document specifies that the temporary occupation of the territory of Ukraine by the Russian Federation, regardless of its duration, is illegal and does not create for the Russian Federation any territorial rights.
