The United Nations Monitoring Mission states that there is no clear legal basis for the protection of human rights in the draft law on the reintegration of the Donbass. This was stated by the chairman of the United Nations Monitoring Mission on Human Rights in Ukraine Fiona Fraser at a press conference, - UNIAN reports.

She recalled that on October 6, the Verkhovna Rada considered and passed in the first reading a draft law concerning territories beyond the control of the Ukrainian government in the east of the country, with a view to "restoring state sovereignty over certain areas of the Donetsk and Luhansk oblasts".

"Although the discussions are still ongoing, at the moment, the Office of the United Nations High Commissioner for Human Rights notes that the draft law lacks clarity in the legal framework for the protection of human rights and freedoms", - Fraser said.

"In our opinion, the legislation, and the entire state policy should be inclusive, but not discriminatory, in order to lay the foundation for future peace and harmony in Ukraine", - she said.
