Russia's representative in the Contact Group on Ukraine Boris Gryzlov said that Ukraine had to agree the law on local elections and changes to the Constitution in the part of giving the special status of Donbass with the separatists for the full implementation of the Minsk agreements. He said that in an interview with Kommersant.

"Now one of the important issues in the Contact Group and political subgroup is the law on the election on the territory of Donetsk and Luhansk regions occupied by the separatists," - he said.

"It is important to remember that Ukraine has not yet agreed with Donbass and adopted amendments to the Constitution and the amendments to the law on the special status, without which it will be impossible to fully implement the rest of the package of the Minsk agreements," - said Putin's representative.

"According to the Minsk agreements, which was signed by Ukraine, amendments to the Constitution of Ukraine in terms of decentralization and the law on elections should be agreed with Donbass," - insists Boris Gryzlov.

However, he says that the cease-fire is violated by the Ukrainian side, and representatives of the militants hold a constructive position in Minsk.

As previously reported, the Russian Federation refuses to fulfill the Minsk agreements on the withdrawal of its troops and restoring control of Ukraine over the border with Russia. Militants regularly violate the truce and the Russian Federation continue to supply them with weapons, ammunition and personnel. There is nothing about the special status of the Donbass in the Minsk agreements.
