The Main Directorate of Intelligence of the Ministry of Defence of Ukraine states that the "DNR" leadership has withdrawn part of social payments of the local residents allegedly for paying off the debts for utilities. This is reported on the page of the agency in Facebook.

"Under the conditions of Russia's decline in spending on the maintenance of the so-called "DNR/LNR" and absence of other sources of funding, the occupation authorities increase measures to save the "budget" funds, including by reducing the funding of social programs. In particular, the so-called "authorities of the DNR" introduced the practice of withdrawing part of their social payments under the pretext of solving the problem of debts to residents of the temporarily occupied territories for payment of public utilities", - the report said.

The Main Directorate of Intelligence reports that in August this year, those in arrears received 20% less funds compared to the previous month. At the same time, the occupation authorities did not warn the "debtors" in advance, who learned about the restriction only after they had received less of the social payments.
