Chairman of the Verkhovna Rada Andriy Parubiy has said that the bill on the de-occupation of separate districts of Donetsk and Luhansk oblasts will recognize the territories of these separate districts as occupied. This was reported on the air of the ICTV channel, Ukrainski Novyny reports.

According to Parubiy, the draft law also envisages the creation of single operational headquarters, which should be managed not only by military units, security forces, security sector, but also by local civil and military administrations and, of course, the recognition of the occupied districts as occupied territories.

The bill also provides for the creation of a legislative framework that allows the use of all power divisions without restricting democratic procedures.

“First of all, we should create a legislative base that would allow the use of all military divisions without restricting democratic procedures", - he said.

"At the same time, this bill describes a compromise option and will unite those who support the martial law and those who oppose it, in a concept where there are no restrictions on democratic procedures and at the same time the use of all military units is legally allowed and regulated", - he added.

As previously reported, on June 15, the National Security and Defense Council discussed with experts the draft law "On the peculiarities of state policy for restoring Ukraine's sovereignty over the temporarily occupied territory of Donetsk and Luhansk oblasts".
