Vladislav Surkov, the assistant to the president of the Russian Federation, defines the internal policy of the so-called "DPR" and "LPR" and decides who and what "position" will occupy in pseudo-republics. This is reported by Livy Bereh with reference to Reuters.

It is reported that three former militant leaders have told how Surkov controls the situation at the local level by means of specially selected authorized representatives who regularly report to him on the state of affairs.

"Any call from Moscow… was regarded as a call from the office of the Lord God himself and was not discussed, was accepted for execution immediately", - one of the separatist leaders in Donetsk, Alexey Alexandrov who subsequently left therefrom, stated. Two other separatists confirmed this information, but refused to be named.

All three noted that the majority of organizers of the separatist movement were forced to leave by the Kremlin, threatening them with death and imprisonment.

Also, according to them, V.Surkov played a key role in appointing the former electromechanician Alexander Zakharchenko the leader of the "DPR". It was planned initially that he would become the "minister of defence". But after the meeting with Surkov in the Kremlin, an offer to appoint Zakharchenko to the main post was made from the office of the president of the Russian Federation. The citizens of Russia Alexander Boroday and Igor Girkin were in the "DPR" leadership, but Moscow wanted them to be replaced by someone from the locals. It is noted that Zakharchenko was chosen on the basis of considerations that it is easy to control him. In their turn, Boroday and Strelkov "quietly resigned".

Statements of the Reuters sources contradict the Kremlin's statements, that denies that it dictates terms in the south of the Donetsk and Luhansk oblast.
