Ukraine has taken 45% of russia’s oil refining capacity offline

As of September 21, following the strike on the Moscow Oil Refinery, the Ukrainian army has taken more than 45% of the designed capacity of russia’s oil refining industry offline. The General Staff of the Armed Forces of Ukraine reports this.

From September 14 to 20, units of Ukraine’s Defense Forces struck a number of important facilities on the territory of russia and in temporarily occupied territories. Above all, these were enterprises supporting the military and economic potential of the aggressor country, the statement says.

On the night of September 15, the Syzran Oil Refinery in the Samara oblast was hit — the AVT-6 primary oil refining unit and the tank farm were struck.

On the night of September 17, the Slavneft-YANOS oil refinery in Yaroslavl was hit. The facility’s capacity is about 15 million tonnes of oil per year. The AVT-3 primary oil refining unit was struck.

On September 20, the Gazpromneft-Moscow Oil Refinery in moscow was attacked. The AVT-6 units, the integrated oil refining unit and the isomerization unit were struck.

“Thus, as of September 21, 2026, following the strike on the Moscow Oil Refinery, more than 45% of the designed capacity of russia’s oil refining industry has been taken offline”, - the statement says.

“One of the consequences is a shortage of quality fuel in russia. In particular, there has been a sharp decline in the production of Euro-5/K5 standard gasoline and diesel fuel”, - the General Staff adds.

The strike on such facilities of the russian aggressor is the implementation by Ukraine of its inherent right to self-defense in accordance with Article 51 of the UN Charter and is aimed at reducing the military and economic potential of the russian federation, they emphasize.
