“Starting point for negotiations”. Leaders of Ukraine, the UK, Germany, and France presented 5 conditions to putin

“On June 7, UK Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz held a meeting with Ukrainian President Volodymyr Zelensky to reaffirm their unwavering support for Ukraine in its defense against russia’s illegal invasion and to discuss the next steps in negotiations aimed at achieving a just and lasting peace”. - the official website of President Zelensky reports.

The leaders emphasized that Europe, as an unwavering supporter of Ukraine, must play an important role in any settlement. They clearly stated that all efforts must be undertaken in the closest cooperation with Ukraine, a broader circle of European partners, and the United States.

“They welcomed Ukraine’s recent successes on the battlefield, in particular the recent liberation of territories and the innovative use of drone technology. They condemned russia’s large-scale missile and drone attacks, in particular the repeated use of “Oreshnik” missiles against Ukrainian cities, which led to tragic civilian casualties, as well as irresponsible and dangerous incursions of russian drones into NATO territory. They expressed their condolences to all victims”, - the statement reads.

The leaders also discussed how to effectively use the upcoming G7 summit in Évian, the next meeting of the Coalition of the Willing, and the NATO summit in Ankara to best coordinate further support for Ukraine, taking into account its priority needs, including increasing pressure on russia’s war economy and expanding the volume of promised military and defense assistance for Ukraine at the NATO summit.

It is noted that the leaders emphasized the urgent need to scale up interceptor production, jointly develop anti-ballistic missiles and long-range capabilities, and ensure the sustainable functioning of the Armed Forces of Ukraine in the future.

They also discussed how the Alliance can adopt Ukraine’s battlefield experience and how to expand long-term industrial cooperation with Ukraine to strengthen Europe’s own defense.

Regarding negotiations, the leaders discussed the conditions that must be created to achieve a just and lasting peace.

● First, a cessation of hostilities. They called on president putin to agree to an immediate and complete ceasefire.

● Second, the current line of contact should become the starting point for negotiations. International borders cannot be changed by force, and Ukraine’s sovereign right to choose its own security mechanisms and alliances must be fully respected.

● Third, Ukraine must receive reliable and legally binding security guarantees as soon as the ceasefire takes effect, based on commitments made in Berlin in December 2025 and in Paris in January 2026. This includes the deployment of multinational forces for Ukraine.

● Fourth, russian assets will remain frozen until russia ends its war of aggression and compensates Ukraine for the damages caused by the war.

● Fifth, any agreement must protect European security interests. Elements of any negotiations concerning the EU and NATO will require the consent of the EU and its member states, as well as NATO allies respectively.

“The leaders praised President Zelensky’s call to end the war through diplomatic negotiations, as outlined in his letter to the president of the russian federation dated June 4, 2026. They supported the proposal to establish direct dialogue between Ukraine and russia – with active participation from the United States and Europe – in order to achieve a ceasefire and facilitate further negotiations. They confirmed that they will continue to firmly support Ukraine”, - the statement says.
