"Today marks the fourth year of the full-scale invasion. Every day, every Ukrainian thinks about one thing: when the war will end. We want peace more than anyone in the world. The President, the negotiating team, and diplomats work every day to bring it closer", - wrote Ukraine’s Minister of Defense Mykhailo Fedorov.
Mykhailo Fedorov also revealed a war plan consisting of three points that should force russia to agree to end the war.
The first point of the plan concerns closing the sky over Ukraine. According to Fedorov, the main priority is protecting civilians and infrastructure from russian attacks.
"Our goal is to identify 100% of aerial threats in real time and intercept at least 95% of missiles and drones. The creation of a multi-layered ‘small’ air defense system and the scaling of interceptors have already been launched. Important organizational changes have begun. These are the first steps toward systematically countering Shahed UAVs and ensuring stable protection of our cities. When the sky is closed, the country functions", - Fedorov wrote.
The second point of the plan, according to the Minister of Defense, is to stop russia on land, at sea, and in cyberspace. He noted that russia loses 156 people per one square kilometer of Ukrainian land in the Donetsk oblast. Ukraine aims to increase this figure to 200 eliminated occupiers.
"This is the level of losses at which advancement becomes impossible. Our goal is to stop the enemy in every domain — on land, at sea, and in cyberspace. We know how to achieve this. There is a specific list of solutions and projects: from improving the procurement system and completing the corps reform to transforming the training and management system based on data", - Fedorov added.
The third point of the plan concerns pressure on russia’s economic sector. The minister explained that the war continues as long as russia has money for ammunition, contracts for soldiers, and propaganda. The source of these funds is oil.
"Russia sells it worldwide through the so-called shadow fleet. It is from this budget that the war is financed. If this channel is cut off, the resources for war will sharply decrease. What is needed: strengthening sanctions, coordination with partners, a strategy to counter the shadow fleet, joint actions with partners at sea. So that russia’s budget deficit becomes the largest in history. We are already preparing this strategy. Also — a strategy to counter russia in the cognitive domain", - Fedorov explained.
He noted that for each point of this plan, Ukraine has specific measurable goals and results. According to the head of the Ministry of Defense, there are also three directions in which Ukraine plans to act to implement this plan.
"First. Partnerships. Win-win cooperation to achieve a record volume of international assistance already this year. For the procurement of drones, stable payments to the military, and strengthening air defense and other needs of the defense system. Second. Technological advantage. To be at least 10 steps ahead of the enemy in every technological cycle. To maintain leadership in the war of innovation. Third. The mathematics of war. Thanks to the ePoints system through DELTA, we are already receiving high-quality data from the battlefield. The next step is to turn data into a decisive force", - Fedorov noted.
