"The authorities " of the self-proclaimed "Donetsk People's Republic" appointed "primaries" on October 2nd. It was stated today by "the press attache of the TEC" Oleg Balykin.

"On September 1st, 2016 Temporary Election Commission decided to set a date for primaries of the election of candidates for deputies of local councils and local leaders on October 2nd, 2016 to establish Donetsk as a venue for the primaries," - he said.

As previously reported, conduction of the so-called pre-voting (primaries) in the “DPR” has no specific purpose other than propaganda influence on the population of the occupied part of Donetsk region. It is understood from the analysis of the Regulations on the Procedure for Early Voting Primaries) published by separatists.

This "document" makes it clear that "the primaries are not elections and not a procedure for the nomination of candidates. The organization and procedure of the primaries are not included in the legislation regulating the sphere of elections and referendums."

Procedure of "primaries" invented in the "DPR" has nothing to do with the generally accepted norms of the preliminary voting. In democratic countries the primaries provide selection of a single candidate from one or another political party. Its meaning lies in the fact that the candidates from one party do not "take" votes from each other in major elections, since their electorate is usually close. Therefore, the primaries are usually called inner-party elections, and by default they are part of the electoral process.

Earlier Zakharchenko said that the primaries would be held in September and October and if they were successful in Donetsk, they would organize them in other major cities of the "DPR". The terrorist claimed that it did not contradict the Minsk agreements, as the primaries were "of very preliminary character and are intended to clarify the general mood and preferences of our citizens."
