The Prime Minister of Finland Petteri Orpo has proposed taking "strong measures" on Ukraine at the EU summit in Brussels: approve military and financial assistance, as well as initiate negotiations on EU membership, as reported by The Guardian.

"The situation in Ukraine is complex, so we need three decisions", - he said.

Firstly, there needs to be a multi-year decision for the European Peace Facility (EPF) because Ukraine requires rapid military assistance, stated Orpo.

Secondly, a decision on the EU budget, "a 50 billion euro instrument to help Ukraine", - said the Prime Minister of Finland.

"And thirdly, we need a decision on enlargement. We need a clear signal to all states aspiring to join the Union that we are ready for negotiations. And we must make a decision to start negotiations", - added Orpo.
